Ok guys!
First of all, I am not a super computer geek. I tried this method and it worked for me many times. So, if it doesn't work for you please don't blame me. I am just sharing this just because it worked for myBanglalion connection. So here goes-

1.
[a] Download TCP Optimizer http://www.speedguide.net/downloads.php

[b] Open TCP optimizer, go to 'MTU/Latency' tab and press 'Largest MTU' and let it finish. After finishing you will get a MTU. Remember that.

[c] Go to general settings and put the slider as your Internet Speed is, for example mine is 512 so I put it at 512 as the image shows-

[d] Under 'Network Adapter Selection' select 'Dont modify network adapters'

[e] At the bottom you will see 'Choose Setting'. Choose 'custom' and make everything look like as the 'optimal' settings but only diference is in the MTU box you have to input the 'Largest MTU'that you found earlier.

[f] After that click 'apply changes' and dont restart the computer yet!

2.
[a] Now for the second step, Click the 'Start' button, type regedit in the search field, and press 'Enter' on your keyboard. 

[b] Navigate to the following registry key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters\Interfaces

[c] find the subkey that contains your IP address under 'Interfaces'.
It will look like this-

[d] Once you find it, you need to add two registry values to it. They are both 32-bit DWORD values. 
They are as follows:
> TcpAckFrequency
> TCPNoDelay
Add them as exactly written here and put "1" in the 'value data' and check "hexadecimal' and thn press ok.

After adding them the registry work is done. 


Now, restart the computer.

Now check your ping and let me know if it works for you. 
I am just sharing. I don't exactly know what happens or not. It just reduces my ping. Happy Gaming
